Time slicer should include lower grains than day:
hours, minute, seconds.
So one can scroll through the data collected during a day

I'm new to PowerBI so a lot of learning to do still, but I was surprised that this was not available.
We have very detailed process data (some of which is measured even at milliseconds' granularity) so more detailed time level filtering should be available;
Our users might want to see the values at a given day for example between 05:36:42 - 05:59:26, but without a time range slicer, I don't know how to accomplish that.
Using Time slicer dropdown/list selection is not user friendly.

Exactly right! And so that we don't forget, let me repeat:
we need a slicer that let's us define a time-of-day range, just like with dates, but with time from 00:00:00.000000 til 23:59:59.999999 , completely customizable, that is, with the option to include or not milliseconds, seconds, minutes AND not have to write clumsy DAX code for something that should be a built-in app feature.

If the SSRS MR (Datazen) Time Navigator was integrated into Power BI the problem would be solved. The time slicer is pretty average from a UX perspective.
