Currently it seems that it's impossible for end-users to access the dataset in Power BI - only in Excel! That's kinda crazy - please enable similar "copy to workspace" functionality as content packs.
In particular, it should be possible for users to copy a report from an App and customize it - we need this for several use cases.

Bring back the feature "make a copy of the reports in the applications".
Vote on this idea if you used to use the feature "make a copy of the reports in the applications".Vote on this idea if you if you want to be able to save copies of reports in "My workspace" within the apps to allow each app user to edit and customize their copy of the reports...

"Make a copy" in Power BI Apps
Content packs allow users to download and then Make a copy to their workspaces. This enables users to do all sorts of analysis out of the charts that came with the dashboard. However, this feature doesn't seem supported in Apps.
