I am currently able to share my Dashboard with members within my organization. I type in their email, and the "Share" button changes from a dulled out gray to bright yellow.
However, when I type in an external email, I get this popup in red: "One or more email addresses are outside of your organization." The Share button remains a dull gray and un-clickable.
Please advise.

According to the Microsoft Press book - Introducing Power Bi... You can share a dashboard with external users only by inviting them by email. When an external user receives the email they must sign in to Power BI using the same email account used in the invitation.

If the people outside your organization you are trying to share the Dashboard have ORg backed email

Thanks for the information. Are there currently plans to be able to expand the Share feature to users outside of the domain? There may be potentially sensitive information in Dashboards that individuals won't be comfortable with publishing to the web.

That is correct you can not share with users outside your Domain.
To have external users access to your reports please use:
Publish to Web. Using this strategy you don't invite them you send them the URL.
Note this does make the data visible to the world if they get access to the URL
