Sharing content packs would be much easier if there is a way to send a link to a content pack, vs. the user having to search through the gallery.

Seems like you can still link to it the way Sean commented.
Pay attention to the first part of the URL tough, it references the current group.
The only way to safely use a link like this would be to reference the 'my workspace'.

This would make our team's report publication process significantly simpler! It would also drive Power BI adoption for those unfamiliar with the service.

The workaround that Sean commented unfortunately does not work anymore. They've updated the content pack system with Microsoft Appsource. You can no longer directly link to content packs.

I agree being able to directly link to the pack would solve a lot of my sharing woes.

If you navigate through the content pack library to the content pack you want, you can copy the URL from the address bar and share a link that goes directly to the content pack.
