There seem to be a bug with enable refresh of this query option. When it is unchecked it works fine in desktop but when published to service it still refreshes. This should be consistent across both desktop and service so when query is unchecked for enable refresh it should not refresh in either of desktop and service.

This setting is a Desktop-only, authoring-related feature. You may want to file a Feature Suggestion if you think that this kind of feature would be useful for Refresh purposes, but I am closing this Support item as Completed since the feature is working as expected. Thanks, M.
