Currently, an app user can use analyze in Excel to connect to a dataset in an app.
In addition, app users should be able to create new reports in their own workspace by connecting to the app dataset.

Being able to do this in an organizational content pack is a feature and moving to an app seems like going backwards in functionality. The promise of Power BI was self service reporting and apps seems to take this away.

We were kind of sold PBI based on this already being a thing

Yes!
We need to have app dataset:
1) that can be used as a Power BI dataset source in PBI Desktop
2) that can be discovered through the Power BI publisher add-in in excel (analyze in excel works for adhoc analysis but building excel that needs recurrent refresh work much better with PBI Publisher)

We want to have an IT curated Dataset that users can write their own ad-hoc reports against.
