Whenever Power BI warns that "this dashboard has Power BI Pro content", provide a link to describe specifically what Pro content is included in the dashboard. For example, is it pro content because it's in a group workspace, or is it pro content because it's a direct query connection to an on-premise data source, etc.

Premium and Premium Per Users have a different icon than shared workspace, this information can also be extracted programmatically via APIs. To learn more about workspaces and sharing capabilities please visit the Microsoft Docs - https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-new-workspaces#features-that-work-differently

The "funny" stuff - this has changed for my report that previously didn't require pro licence for users... and no clue what triggered that :(

Ah, Shell - thanks, seems like that could be the same situation for me

This seems like a bug. I had a dashboard that was working perfectly well for sharing a month ago, and now users are saying they are getting an error and they can't access it. When I go in and try to share it, it gives me the "This dashboard contains Power BI Pro content. Only users that have Power BI Pro will have access to it" error message. Also typical of Microsoft, the link included sends you to the generic support page instead of to content that is relevant: https://powerbi.microsoft.com/en-us/support/

Just got off the phone with Microsoft support and there is an issue currently where "Contains Pro Content" is being seen on Dashboards that do not. I am told the Dashboard will still share without problem and issue is being worked on.

OK I'm just starting out with experimenting with this and have hand typed 4 rows of data into a table (so no data connections). I've created a single pie chart of the data and pinned it to a new dashboard. When I try to share this I am faced with the warning that it contains BI Pro content. I'm not sure if identifying what that content is will help, it appears that you cannot share any content without the user being a BI Pro user. I do hope that this is not the case.
