Format "ALL" based on row or column, not just measures

I need to be able to highlight based on all my columns and rows, not just measures. Currently, there is no way to format Campas, WO Type, or Problem. If the district wants to print my report and hand it out to each principal at a meeting I need to add highlighted/transparent boxes around each one. If the data changes (get larger) I have to move all the boxes around.

Another issue ( with the PBI link example) if I try to see how many Campuses have requested water bottles I can't get a total.
