Similar to what Microsoft Teams did with Apps, please consider moving the authority from Microsoft where they allow no Marketplace Apps in GCC and higher to the organization to make that determination. Looking through the Power BI Ideas, I found a few that suggested allowing Microsoft 365 Analytics, a Marketplace App, in the Government Community Cloud. Instead of focusing just on one app, let the Power BI Administrator have the authority, not Microsoft, on what apps can be utilized in Power BI and which ones can't.

As noted here, https://docs.microsoft.com/en-us/power-bi/admin/service-govus-overview#power-bi-feature-availability, Marketplace apps aren't available to US Government cloud instances so template apps are limited to private and organizational apps.
