Incremental refresh - update report not dataset

When I want to make changes to a report with incremental refresh, I cannot pull it down from the server. I understand why, as there would potentially be too much data for PBI desktop to handle.
We have a copy saved on SharePoint, so I would make changes to that and then redeploy. However, at the point of publishing it overwrites the data on the service. The next refresh is then a full refresh. In the meantime, users would not have access to all the data.
I would like the ability to only make changes to the report, and for the service to keep the dataset that is currently being used on it.

If your requirement is related to changing the front end only with the incremental refresh. You may separate the report from the dataset. Just publish the dataset with an empty front end on the service. Now, create a report in PBI Desktop and get data from Power BI datasets, Choose your incremental dataset, create a report and publish it to the service.Now, if you need to change the report front end only, you can make changes directly to the different reports connected to the PBI dataset managed by incremental refresh. If you require to change any data then only you need to update the PBI dataset.This way, you can create multiple front-ends on top of the same PBI dataset. All the front ends would get refreshed by a single dataset refresh.
