"send to back" capability needed for visuals similar to Excel/Powerpoint.

This has been completed and can be found in the contextual ribbon tab. By selecting the element you would like to adjust, you will see a "Format" tab appear with these arrangement settings.

How can this does not exist yet? It's a basic function in Tableau since day one.

Click on the tile you want sent backward/forward. Click on "Format" on the ribbon up top. Under "Arrange" you will find those options and a few more.

This option is available in the Arrange >>> Send to Back pulldown.
