In order to assist users in troubleshooting issues with their reports/datasets, we need to take ownership of the dataset to see the gateway connection, data sources, etc., once that happens credentials have to be refreshed and gateways reconnected by the original owner.
Being able to view these settings without taking over the dataset ownership will help troubleshoot and avoid this situation.

As a manager I need to see timings for our refreshes without taking ownership from the developers. It is grayed out for non-owners, but why not show read-only - nothing secret about timings, you can see that in the history anyway but want to be sure when the next is.

Power BI needs this desperately. It's honestly a complete and utter joke that as a Power BI Portal Admin, and an owner of Workspaces, I can't see the dataset parameters, gateway settings, refresh schedules, and Deployment Pipeline parameter rules of Datasets owned by another developer, without first having to take ownership of those datasets. Just to confirm things are done right, I have to take ownership and then re-apply any credentials. What is this default locked-down behaviour trying to prevent?

As someone working in Power BI platform delivery, I would love to use this feature when troubleshooting dataset configuration with report makers!

I agree with all of your points, and also idea (view the username of the credential) - https://ideas.powerbi.com/ideas/idea/?ideaid=465aea7f-b208-494b-8155-26faeaa21af7
