Content Pack update without losing personalized pages

As an Admin I want to update the "template" content packs that I expose for users to have as a baseline for them to consume + allow users to create additional personalized pages in reports that came from the content pack. When I update the content pack as the admin, I don't want people to lose their personalized visuals only to get receive my latest updates.

I'm surprised this is not the top rated idea. Currently the process of developing an enterprise app (datamodel + reports), while allowing users to develop custom visualizations, is not supported.

Right now the Privacy settings in workgroup are as follows:

Members can only view Power BI Content
Members can edit Power BI Content


What about something like: Members can create Power BI Content

Allowing Members to create and edit their own, but not edit items created by Admins.

I had a similar request, so jumping on the bandwagon!

The issue I run into with sharing it as a content pack is that users have to save a copy of it to make their own reports and the dataset then no longer refreshes or updates If I make changes. So when I refresh the next day, or publish an update to the dataset, they’d have to recreate all their custom reports every time.

I’d like to have a workspace where I can create reports, and other Admins can also manage them, and Members can see them and also can create their own reports all tied to the same dataset that will refresh and update with changes I make to the underlying dataset.
