When a user leaves their content in My Workspace is unrecoverable. We need to have a way to recover this content.
One Drive allows a manager to assume the content. This should work similarly.
Ideally the tenant would not allow people to share content from their workspace, but there is no control for that at this point.
Having this siloed activity be enabled introduces potential for business data loss.

The Personal workspaces should be recoverable either by delegation or providing flexibility using retention policies for Power BI workspaces.
