There is a no download pbix file option in powerbi.com. Some persons directly use powerbi.com to generate reports and at the end, if the person who needs it require PBIX file. Then we have to do rework

Please add a download option to the report list screen so I don't have to load and render the entire report just to download the pbix. That would save me a lot of headaches with resource restraints when modifying reports in our production environment.

This hasn't been delivered as yet. It is now possible to download a PBIX from PowerBI.com as long as the report was created from a PBIX file originally. But what about the use case covered in the OP?
You are using direct query mode to a tabular model. You create a new report in the service connecting to the direct query dataset. There is no option to download a PBIX.

this is completed now. Only for PBIX uploaded after Nov 24th.

an option to download in addition to the option to delete that's already present on the manage personal storage screen would be most welcome
