Summary: Under Scheduled refresh add an option to refresh only if the previous refresh failed.
Justification: We are aware of scenarios where people schedule extra refreshes as insurance just in case their primary refresh cycle(s) fail.
The PBI Service can assist in improving efficiency and reducing redundancy in computing loads by providing a conditional refresh option.

This feature would be valuable, save time, effort and CPU resources. Instead of blindly refreshing a flow due to intermittent refresh failures, we can be a little more intelligent.A nice options on a refresh might beAlwaysOnly if previous refresh fails
