I'm playing around with a workaround I invented (or at least not seen written elsewhere) -
(1) I created a table with one cell = value 1
(2) I created a tooltip page (purpose - instructional picture for the user)
(3) A bar chart of my one-cell table displays the tooltip as expected
(4) I am now experimenting with different visuals to find the visual that I can make most resemble a button...

This is essential and urgently needed. While Active Directory and Row Level Security work well, they do not guard against user-sharing (which overrides the original AD security) - for the highest security levels of information additional password protection is essential.
In addition, Power-BI should be able to link to password-protect source files because even when stored in a share-point library with AD security, the source files themselves have the same risk and required password protection.
