Yes! You can work around this using specific measures, but this would be great...

Currently we are not planning to allow multiple apps to be published from one workspace. Soon we will allow you to discover and use a dataset across workspaces. Once we have this capability, we believe much of the need for multiple apps per workspace will be addressed.Jon commented
Any news on if this idea has been looked at? Sharing can be a challenge with Power BI having so many ways to do it, and this could potentially make that a whole lot more elegant.
We’re working on URL parameters for Paginated Reports in Power BI that would enable this scenario for users, and expect it to land soon. We will update the status here once it is released publicly. Thanks!
We’re pleased to announce that in the May release of Power BI Desktop you can now define incremental refresh policies for your models.
At present these only apply once the model is published to a Premium workspace in the Power BI service; we’ll be bringing it to all Pro users in the future.
You can read more about it in our blog here: https://powerbi.microsoft.com/en-us/blog/power-bi-desktop-may-2018-feature-summary/#incrementalRefresh
We’re going to leave this idea open for now, so please give us your feedback while we’re in this preview phase!
