    Im not sure that this is whats initially intended with this idea, but it will absolutely help out for me

    I have a published PBI Report using a huge published PBI Dataset. I would like to update something in the Dataset so I spin up both the report and the dataset on my PC. I correct whatever I need to correct in my dataset and now I would like to try out the new dataset on my existing report. What... I can't change the connection of the report to anything else than another published Power BI datasets.
    Anyone having a solution on this will be my hero for the rest of the year:-)
    Just to check, I redirected api.powerbi.com
    and api.powerbi.com
    to local host (127.0.0.1) using my c:\windows\system32\drivers\etc\host file, don't try this a home :-) Then I flushed the DNS cache, and restarted a PBI Desktop with my report. But it looks like the Power BI Service are not using these url's I redirected so it didn't work, and I didn't spin up fiddler due to I don't expect this to be a possible solution anyway. And even if this would have worked, I still would have had to redirect to the exact correct port numer and even handle the uri path (...v1.0/myorg/...) locally on my computer and that is beyond my comfortable zone nowadays.

    So intill this is in place, I'm stuck with copying the report pages back to my dataset and tun them from there. I then also needs to remember to add the page and report level filters since these are not copied along the report, and to re-validate all the pages in the report I either need to copy all the report pages to the dataset, or upload the updated dataset to the power BI service (with all the data or without data and then do a refresh). And doing this I also need to remember to upload the dataset with a new name or in a different since I dont want to risk having the new dataset affecting the production report.

    As said below, it possible to first create a template file, then load the template file and interupt the data update. Then save the file as a PBIX file and then upload this empty file to the Power BI Service. Also as said below, the reports in the Power BI Service will then be without data until the report/dataset has refreshed.

    I would suggest that it shall be possible to upload template files to the service and if a template file is uploaded, it shall adopt all the settings of the original uploaded PBIX file and first do a refresh before the dataset it putted into production
