Expand Tooltip Reveal Conditions
Currently the only way to reveal a tooltip is by hovering over the data. However, sometimes a certain category won't have any to display, but it can still be useful to view the supporting data via the tooltip. The ability to have the tooltip reveal on Axis or Data labels would be helpful.
