Workspace Member edit or amend other (lower) Workspace Users
As a Member you should be able to edit other Workspace Users and edit their permissions (e.g. from Viewer to Contributor).
As per the latest update on the Power BI Service, the Workspace User has to be removed by an Admin and then re-added by the Member with the higher permission...
