Power BI Report Server without dashboard is basically an useless move from SSRS. Apart from couple of cosmetic reports, there is nothing that an investor gets with Power BI Report Server.
Dashboards are key for many businesses these days, and it really a shame that there is "something" that is stopping you from providing that for on-prem deployments.

Is there any progress on this? we will switch from Tableau if we can create Dashboards

As a data visualization tool... Power BI Report Server is so close to being 'great' tool. If only it had the dashboard functionality to truly make it a enterprise ready tool. Please add this feature. It's the one thing that keeping us on the fence.

Dashboards are useful to combine key KPI indicators from various reports to create an executive level summary.

Wow! Only just realised that dashboards, and hence Q&A, are not available on Power BI Report Server. Also, according to comments below, neither are subscriptions. This just beggars belief.
The major reason companies would pay for RS is because they are unwilling or unable to let their data exist in the cloud. How can we then tell them that after all the additional cost they are going to be the poor relations of the cloud users. It just won't be a sellable proposition.

It seems logical that the hosted PowerBI server should have similar functionality as the cloud based offering. So yes, there should be a dashboard. Also, look at your competitors in terms of features i.e. Cognos Analytics which already have advanced in browser editing and dashboards. Also, all organisations do not want to store their data in the cloud and it seems illogical to have two different solutions that have partial functionality. How confusing for the consumer of the reports.

I cannot understand why the MOST IMPORTANT feature of PowerBI is not available on premises. This is a completely No-go for PowerBI in my coorporation. I have to stick to Tableau.
My users need dashboard, executive dashboards combining KPIS, reports, charts to have insights. Only reports for us doesn't bring any value. For reports could I use Reporting Services instead. Quit upset.
