Please vote for this idea if you also want to be able to conditionally format the row headers in a matrix.

It is already 2023... is there an update? I only can color the value and total. Not ROWS/ROWS HEADER please microsoft. We still want to stay with your apps

There are seven proposed ideas just on the first page of search results for "matrix row header conditional format" that are asking for the same thing - the ability to apply a conditional format to row and column headers apart from the formatting applied to the matrix values. Those seven ideas have 266 votes at the time I'm writing this in addition to the 119 votes on this idea. Right there with everyone else on not being able to believe this isn't a reality. Would've thought this might have made it into the recent Power BI Conditional Formatting update. :(
Really hope Microsoft makes this consistent as the lack of conditional formatting for all fields in visuals that support CF makes for sub-par reports.

Cannot believe this is still not possible in July 2021 - example why does visualisation background color have a formula condition but not the column header?
I wish the PBI team focused on need to have updated and not nice to have ...
