CompletedExport to Excel/CSV Sampling Notification - Please provide prior to export

This is an issue we're encountering with large datasets, when data cannot be exported in it's entirety from a table or matrix and is sampled for larger result sets over 30k row for export to csv and 150000 rows for export to Excel.
Can a warning message be setup in the Power BI Service to warn users that exporting data over 30k rows will be sampled at the time of export?
This is not currently setup in the service, and right now our user group feels they're being misled because they don't know until they open the workbook and view the results that it's incomplete.

Export to Excel tells you we only export a certain amount of data.

It tells you in the Excel file itself, but doesn't give a warning before then. This requires dependency on the end user going to the bottom of the Excel file every time to check if a note is there or not. Is there a way around this? Thank you!
