In desktop, specify the filter pane visibility on publish

I am requesting a new property in the Page / Format / Filter Pane to specify the behavior on publish: Hidden, Expanded, Collapsed. Or as other elements are designed: An on/off visibility toggle, with a dropdown for Expanded or Collapsed if the visibility is on. This would duplicate (or replace) the current "eye" in the filter pane.

In Power BI Desktop, if the filter pane is visible (not hidden) then the current collapsed state is always reflected as the default state on publishing. If the filter pane is collapsed when I publish, it's collapsed by default for my users, and vice versa. I do a lot of work with the filter pane so I almost always have it visible in the desktop and I often forget to collapse it before I publish. This way it will always publish the intended way, not just how I happen to have it when I publish.
