I recently ran across this and submitted an issue for what I felt was incorrect behavior.

Gradient conditional formatting doesn't accurately... - Microsoft Power BI Community

When applying gradient conditional formatting to a column in a table or matrix visual, you have the option to add a third color to the gradient for the middle value. Power BI currently defines the middle value as the average of the min and max value in the column. The gradient is applied linearly from min to max.

I think a much better implementation would place the middle value as the median of the set. This would allow you to highlight the actual center value of the column rather than the midpoint between min and max
