wondering if premium capacities can be made pay-as-you-go model, along with scaling option
similar to what your peer service teams are doing in Azure..
At our organization we only need higher premium capacity during high refresh rates on certain times of day, would certainly not like to purchase an entire capacity and keep it idle for most part of the day.

I second this. Premium pricing is prohibitive for smaller organizations with less than 40-50 users. And we are left out of using more advanced features like Dataflows that have M Code.
