Allow for removal of Display Units from Scorecard Metrics Values and Targets in PowerBI Service

Currently when you create a Metric on a Scorecard on the PowerBI service, any number entered over 999 is automatically given a display unit (K,M,B, etc). This should be a toggle setting and not a default setting that cannot be altered.

In order to create precision in the numbers now, you have to add decimal points which is very ugly and creates a poor user experience.

The ideal experience should be like PowerBI desktop, where you can toggle display units from a list that includes: Auto, None, Thousands, Millions, Billions, Trillions.
