data governance - avoid to many datasets - pbix deployments controled regarding types (import / direct query or live)

We would like please a possibility to control the deployments of pbix so as not to have too many datasets on PBI  service



The solution can consist in reserving (And if desired ... via setup !!!) the deployments of pbix in Import or Directquery mode, only to certain users or groups of users (security groups).



Reports on live connection   can  be deployed without any checks of ,   course (no dataset is onboarded) 



Setup at tenant level (admin portal)  or at Ws level
