    Don't create a new Report when a Data Set only .pbix file is published

    When we publish a Power BI desktop document that contains a Data Set only, a new empty Report with the same name as the Data Set is created in the workspace we published the Data Set to. It would be more efficient if a new Report wasn't created if the Power BI Desktop document that was published contains a Data Set only (i.e. no report Pages with visualisations on them).
