App permissions page should display the groups/users who were already added to the Workspace access.

Currently, if a group/user is added to the Workspace Access, even if we add them to the App permissions, they will not be displayed when we re-visit the App permissions page.

• For the new workspace experience, if the user added to the app access list already has access to the app through the workspace, they will not be shown in the access list for the app.

It would be great if these groups/users can be displayed in the App permissions too, as this clears permission issues of the App (when embedded externally) and to avoid confusion for users.
