Allow a workspace to be in a different region than the home tenant region.
Premium capacities can currently be created in other regions (multi-geo) but under Premium gen1 this meant the full dedicated capacity was limited to one region per capacity.
Under Premium gen2 it should be possible to allocate each workspace to a different region than the home tenant region and have the CPU/memory usage tallied across all workspaces and regions within the total premium capacity allocation.
This will remove the need for global organisations to use AAS where they do not have enough usage in a region to justify a P1 capacity for that region.
Bonus points if this can be set up as a standard feature where any workspace (even non-premium workspaces) can have their region set to a region other than the tenant region.
