Govern/control who can publish reports to cloud for an enterprise controlled scenario

For some reason it would be very useful to have this feature, enterprises with very secure and controlled scenarios (where security and audit departments have an active role) need to explicitly "permit" people to publish their reports and review if they are using some kind of data (sensible, restricted, public, organizational, etc) and remove permissions after this is done. Also, log these actions and report frequently to other departments.

Right now the only option could be to control the license (using Graph API) and control the permissions in the workspace, but this workaround is not the best and it's complex and manual.

So a feature for these advanced scenarios will allow Power BI to scale in enterprises such as Banks and others with the same level of complexity.
