Enhance the "Create Email Subscriptions" in the Tenant Settings so that its impact is limited to selected Security Groups for organizations that utilize the Power BI Premium Capacities. In its current form the Email Subscriptions can significantly impact the performance of Power BI and the Email system used by the organization.
