    I would like to access to "rerfesh summary data" in Power BI admin portal as a data source so that users can create reports in Power BI Desktop and set up refresh easily in Power BI service.

    I would echo this requirement. The ability to export the schedule and history data is helpful, but this information is more helpful to content creators than admins, and therefore needs to be visible to them. The ability to build a report / dataset that brings in this information and surfaces it to content creators will then allow them to self-service the information required to select an appropriate refresh window that isn't oversubscribed.
