turn pbix dashboard filter datasets into automatic parameters with datasets

Auto convert pbix (dashboard type reports) queries into report parameterized datasets that we can set/schedule and use just like regular pagination reports. Basically, having dashboard features and visuals are great, but we want to limit who can see what to those users by user security and parameters. Why create row level security if you can just turn filtering into datasets and parameters? Then use the same URL features given to regular reports on prem. Dashboards that have no security or parameters are not very security friendly or SOX compliant and SOD (separation of duties). We don't want all dashboards to see all data, only the users security and parameterized data with all the fancy visuals. Especially when using it for business divisions, sales reps, finance, product lines, etc. Bookmarks are not useful for sharing unique slices with 300 users ,who should not see each others data.
