Make the keyboard's page up and down buttons do what users expect: Change pages

Make the page up and page down buttons on the keyboard move up and down the pages. Currently this is not possible. When presenting to an audience, using the page up and page down buttons to move through a report is the easiest and most obvious way of changing page.

Some people have suggested using these buttons to scroll up and down oversized pages. If you go down this road, make Shift + Page Up/Page Down change to the adjacent report page.
