It is a common practice to create background-images in 3rd party tools such as PowerPoint. One would layout all elements to fit it into a background image, export the background image and put visuals on top of that image.
Thus, adjusting layouts could become cumbersome. Many layouts could be created natively by using the shape-feature in PowerBI, however page rendering is affected badly.
I suggest to group all shapes into one "visual", e.g. an SVG. All grouped elements would render as one object and not affect loading time. Furthermore, ungrouping the images would give the user the ability to apply a new layout without leaving PowerBI.

I also think that Grids could help generally, like a SharePoint Experience. So called "widgets" could be placed on a grid. Essentially, that is what we want to achieve with a background. Set the layout, design it and put visuals in the layout-buckets... But yes, merging shapes is essentially just another workaround.

I think this could be achieved as part of master page functionality. This would provide an interface for creating and maintaining the layouts. If there's a performance win to be had on top, a master page would be a starting point for exploring that.
