Failed auto-refresh should not cancel the refresh schedule

Currently after 4 refresh failures the auto-refresh gets disabled automatically. In a premium workspace where we could have hourly refreshes, we could easily hit 4 failures in 4 hours when IT is patching servers, etc. If all datasets get disabled, then it causes major inconvenience to the business. With the fact that we get failure emails, it should be up to the admin on whether refresh should be auto disabled or not. Or at least the admin should be able to define how many refresh failures should cause the disabling of refresh.


Its nice that we get an email that refresh was disabled, but, we need to be able to configure if the refresh should be disabled or not upon multiple failures.
