Coming from a graphical design viewpoint, it would be a good improvement when laying out a page, to be able to 'lock' visuals, so they remain visible on the page but not interactable.
Currently we can only 'hide' layers.
This is normally shown as a 'padlock' icon

RE: Lock Selection Levels
We really need to lock individual items in the Selection pane. Locking everything is useless when designing a report. If i have blocking or background elements I've set and never want to accidentally move in the future, I should be able to lock them.
It should also persist through Saving/Loading/Publishing.
