The idea is sort of having a version of loaded data sets on which you can jump back like in a time machine to see how the data was at a certain time.
Each load of data is kept as a version with the time stamp of the load.
On the Report in PowerBI you can add a slider that lets you select the version you want to see (slide back in time)
The Graphs get the possibility to use this Version/Time as Axis etc.

What is it good for:
Document the data as it has been at a certain point in time
Business decision are taken at a certain time where the data/KPI's have a certain Value/State.
It is necessary to show the content/value/state of the data at the time the decision was taken to the current state.

This could also easily be used to track how KPI's Values evolve over time.

Currently you either have only the current Snapshot available, or you are forced to created incremental updates with a time stamp of the load and build a time dependent solution on your own.

Time Dependent Data Sets is a common function among Business Warehouses, maybe you can have a look at that.
