Hide Underlying Data Export Option When Disabled

For our BI reports we have turned off the underlying data export option. We would like this option to disappear from the export pop-up window. Many of our users see it disabled, and ask for it to be turned on without understanding why it was turned off.

We have fashioned our reports with drilldown capabilities, so that users can export summarized data in a fashion that makes the data readable, usable, and detailed.

We have hundreds of users of our reports with varying levels of expertise. Many of our visuals and reports use aggregates, measures, and some tables don't have unique keys. An underlying data export would not work consistently, and would show data that would seem incorrect to many users. For these reasons we haven't enabled the underlying data exports, but we get a lot of inquires to turn it on, just because it is shown as disabled on the export pop-up.
