A similar request was asked in this idea and closed erroneously - https://ideas.powerbi.com/ideas/idea/?ideaid=eb6d2ccd-365d-41e0-b8f5-452078344d61

There is nowhere you can see when a report was last published and by who. There is a last updated date above reports that stamps when a report is published or refreshed. If you have reports refreshing daily, there's no way to distinguish between when a report was last refreshed or when it was published with more material changes such as updates to data model, layout, filters etc.

This is a very basic auditing feature that would help teams get a better understanding of when they should consider trying to merge material updates into an existing report in the Service or when they are free to publish their own updates with the knowledge that the report has only been refreshed since they last downloaded the report from Service.

100% agree .... really needed feature - For example - in PbI Service - in workspace - next to last refreshed column : published date , Publisher.
