Download Report should always save the PBIX with a "Power BI Service Connection" instead of download with data
When we download the report it always export the pbix with data embedded.
It would be great if this was an option: "Download with Data" or "Download without Data".
That way I can easily export the report definition without waiting several minutes to download a 100Mb+ file in some cases.

It would be nice if a dialog is presented with the option to keep the live connection or to download the dataset with the report.
So many reasons that this is a big Yes. Duplicate Datasets is a huge issue in PBI that could be fixed easily via Live Connection to PBI datasets... if it worked.
Feature parity is not the same either. How do I align visuals in the PBI Service? How do I create report level measures?

Absolutely agree with this one. It can sometimes take an hour to download some of our reports because the dataset is so large - and when all we need to do is work on the cosmetics of the report, we shouldn't have to download everything. If we had access to the schema of the dataset (no actual data), or even just a subset of the data (top thousand rows?) so we could then very quickly manipulate and republish the report and refresh it within the service, that would be brilliant.

well, it would be nice to have a choice. There are valid use cases to download the file with the data (eg version control after online editing). This would be a nice addition however.

Yep, reports should be separate from datasets.
We should always have the option to download just the report file, with a "Power BI service" live connection to the dataset.
