Publish Semantic Model Only, Or query edit within the power bi service

If we need to make a change to a power bi query or model, we need to pull the data. Then, if that bloated file is arbitrarily over the data limit, we cannot publish. How about we have an option to publish just the updated queries and metrics without the need to pull all the data locally only to publish it on the service?

Now I am in a situation where we cannot maintain dashboards with current features. We essentially need to downsize just to troubleshoot. Silly.
